Ilham Tohti is a Uyghur economist and former professor at Minzu University of China. His public work addressed Uyghur social and economic conditions, ethnic equality, regional autonomy under existing law, and dialogue between Uyghurs and Han Chinese.
Mainland Chinese Communist authorities detained him on January 15, 2014. On September 23, 2014, the Urumqi Intermediate People’s Court convicted him of “separatism,” sentenced him to life imprisonment, deprived him of political rights for life, and ordered the confiscation of his property. The Xinjiang Higher People’s Court rejected his appeal and upheld the judgment on November 20, 2014.
The United Nations Working Group on Arbitrary Detention concluded in Opinion No. 3/2014 that his detention was arbitrary and fell within Categories II and III. UN special-procedure experts reiterated that finding in an April 28, 2021 communication.
Current status
A 2025 response from the government of the People’s Republic of China to UN special procedures stated that Ilham Tohti was serving his sentence in Xinjiang Uyghur Autonomous Region Prison No. 1. This location is recorded as an attributed official statement; this review found no current independent confirmation of the facility.
On April 30, 2026, the European Parliament again demanded the release of political prisoners including Ilham Tohti. This provides current authoritative corroboration that he remained imprisoned at that date.

Why this case matters
Ilham Tohti’s case concerns academic freedom, freedom of expression, minority rights, due process, and the criminalization of peaceful policy discussion. He received the European Parliament’s Sakharov Prize for Freedom of Thought in 2019.
