Founding history

容纳百川成长江 汇集细壤筑泰山 — 记中国民主运动海外联席会议的成立 — 晋砚. Contemporary account of the November 7, 1998 Toronto founding meeting. It records the organizational debate, initial executive mechanism, election of Wei Jingsheng as chairman, and the founding declaration.

Leadership, congresses and elections

The archive reconstructs leadership by congress rather than assuming an election occurred every calendar year. OCDC’s published regulations state that the representative commission is the highest authority, ordinarily meets once a year, and elects the chairman. Surviving public records are uneven, and some congress reports identify only part of the elected or appointed leadership.

  • 1998 founding meeting: Wei Jingsheng elected chairman; founding account describes a secretariat, liaison offices and an executive committee.
  • 2002 fourth annual meeting: Wei Jingsheng identified as chairman; Huang Ciping as secretary-general; Lu Wenhe as head of the human-rights working group.
  • 2013 eleventh conference: Wei Jingsheng continued as chairman; Huang Ciping continued as secretary-general; Chen Xingyu and Wang Guoxing elected deputy secretaries-general. The assembly also created an executive committee headed by the chairman, with members appointed for specific tasks.
  • 2020 sixteenth congress: held online; the congress reported election of a new working structure, but the indexed public report does not provide the complete roster.
  • 2021 seventeenth congress: Wei Jingsheng publicly identified as chairman; full leadership reconstruction remains in progress.
