1998 — Draft Proposal for Funding the Free China Movement and Chinese Political Opposition

Historical recovery status: Verbatim Archive Recovery source located; draft/proposal status retained.

A surviving FreeChina.net file titled Proposal For Funding Of Free China Movement—Chinese Political Opposition Movement, including Chinese Democratic Party inside China preserves a detailed funding proposal associated with the movement’s early organizational period. The file states that it was drafted by Ye Ning based on earlier files by Joel Segal and another contributor, with assistance from additional participants.

The document lists a proposed board, contact information, project objectives, organizational background, claimed domestic opposition networks, proposed communications and media work, reported donations, and a minimum annual operating budget. Because it is a fundraising proposal, all organizational, operational, numerical and biographical claims are treated here as statements made in the historical document rather than independent findings.

Key archival value

  • Names of people presented by the proposal as board members or contacts
  • Early descriptions of FCM’s relationship to mainland opposition organizing
  • Budget categories for communications, legal defense, family assistance, staffing and media
  • A statement that the Free China Movement declared its formation on June 5, 1998 in Room 121 of the Cannon House Office Building after a two-day meeting

The last point is important primary-source evidence for the movement’s own contemporaneous founding chronology, but should still be compared with independent contemporary records.
