Media Profile & Archive — Xiao Shichang (肖世昌)
This page collects published reporting on Xiao Shichang, a Wuhan democracy activist, branch manager of the China Democracy Party Hubei branch, and former political prisoner.
Chronology
- 1998–1999 — Hubei CDP organizing. Human Rights Watch’s case database records Xiao as branch manager of the CDP Hubei branch, a Wuhan resident and Wuhan Iron and Steel Plant employee, involved in efforts to organize a national CDP congress in Wuhan. Source.
- February 13, 1999 — detention. Human Rights Watch’s crackdown report states that Xiao Shichang and Chen Zhonghe, leaders of the Hubei branch, were detained on February 13 and that the planned national congress did not take place. Source.
- July 7, 2000 — sentencing. Human Rights Watch reports that Xiao received five and a half years in prison and Chen seven years, both on subversion charges. Source.
- August 31, 2005 — still listed as imprisoned. An open letter by overseas democracy-movement scholars and activists listed Xiao among CDP prisoners said to remain in Chinese prisons. Its sentence figures for Xiao and Chen conflict with HRW and are not treated as reliable; the custody reference is therefore preserved with caution. Source.
Conflicts and limits
HRW’s narrative report dates Xiao’s detention to February 13, 1999, while the HRW case database carries a separate 1999 date entry. The discrepancy is unresolved. No sourced release record has been recovered, and later/current status is not inferred.
The birth year 1955, branch-manager role, Wuhan residence, employment and family-flight detail come from the HRW case database rather than a primary legal document. No verified first-person writings or quotations from Xiao have been assembled.
