Gao Jinqin (高进勤) is documented as a participant in the September 1998 Hubei China Democracy Party preparatory effort. Historical reporting on Qin Yongmin’s organizing repeatedly identifies the same seven-person group: Qin Yongmin, Chen Zhonghe, Lü Xinhua, Ren Qiuguang, Xiao Shichang, Liu Feiyue and Gao Jinqin, connecting the group to the Hubei registration application.
The evidence supports Gao’s participation in the seven-person founding/preparatory group. FreeChina does not assign Gao a more specific branch office or title without the original filing.
Evidence and open questions
The original September 1998 Hubei registration application and seven-person roster, November 26 branch announcement/charter/oath, person-level biographical records and any custody records remain acquisition targets. No reliable Gao-specific custody chronology has been established.
