Chen Jihai (陈继海), born 1954, is a resident of Zhangjia Village in Erdao Township, Fengman District, Jilin City, Jilin Province, and a Falun Gong practitioner. He was seized in a July 2019 mass arrest of Falun Gong practitioners in Jilin City, sentenced to nine years in prison in September 2020, and is held at Jilin No. 2 Prison. A rights-defense roster dated August 31, 2026 lists him among reported current-custody cases in its nine-year-sentence group; a prisoner database last updated October 2022 shows his status as serving a prison term.
On July 19, 2019, Jilin City Public Security officers and officers from subordinate police stations carried out a coordinated sweep that netted at least 21 Falun Gong practitioners and two family members, according to Falun Gong-affiliated reporting and the CHRD prisoner database. Chen and Song Deman (宋德满) were among those seized; the accounts say Chen was held for over a year before sentencing. In September 2020, Chen and Song were sentenced — Chen to nine years, Song to eight; the charge against Chen was not stated in any located source. Both were transferred to Jilin No. 2 Prison (吉林省第二监狱); one Falun Gong-affiliated biography dates Chen’s transfer to August 2020. The database records his term as ending July 18, 2028 — a database value without independent corroboration.
Identity note: Song Deman (宋德满) is a separate person (a separate prisoner record, an eight-year sentence) — the two must not be merged.
