Chen Xueyan (陈雪艳) is a Falun Gong practitioner from Ning’an, a county-level city under Mudanjiang in Heilongjiang province, northeastern China. On August 10, 2023, she was detained by Ning’an police while distributing Falun Gong materials and taken to the Mudanjiang detention center. Her case was transferred to the Hailin procuratorate and then to the Hailin court, which tried her on December 14, 2023 and sentenced her to three and a half years in prison plus a 1,000-yuan fine; the specific charge was not publicly documented. On February 2, 2024, she was transferred to the Heilongjiang Women’s Prison. Her reported release date is February 9, 2027.

According to the Minghui archive, Chen Xueyan had been detained twice before: in March 2018 while working in Shanghai, and on December 16, 2022 in Ning’an (when she and three other practitioners were released the same day after refusing to sign statements). The World Organization to Investigate the Persecution of Falun Gong names the case’s responsible units and individuals, including the Ning’an police officer who handled the case, the Hailin procuratorate prosecutor, and the presiding judge. Minghui reports that she has faced mistreatment in the Heilongjiang Women’s Prison, including being held in a water-filled room and beaten by another inmate after she refused to renounce her practice (these accounts are attributed to Minghui’s reporting and have not been independently verified).
