  • Taiwan Warns of China Travel Risk After Reported Six-Hour Interrogation of Former Amnesty Worker

    Taiwan’s Mainland Affairs Council (MAC) urged people considered at higher risk to carefully assess whether travel to China is necessary after a Taiwanese man was reportedly questioned for about six hours on arrival in Shanghai because of his past work for Amnesty International.

    Travel-risk warnings should not be treated as abstract politics. They concern the practical safety of researchers, NGO workers, journalists, advocates and ordinary travelers whose professional histories may be considered sensitive by the Mainland Chinese Communist Government.

    People should not have to choose between lawful human-rights work and the ability to travel safely years later. Governments, universities and NGOs should treat device security, contact exposure and border questioning as concrete risk-management issues and provide clear pre-travel guidance to people whose work may place them under heightened scrutiny.

    Die Free China Movement fordert Rechenschaft, unabhängige Untersuchungen, stärkere Durchsetzung gegen Zwangsarbeit und Schutz vor transnationaler Repression

    Am 31. August 2022 veröffentlichte das Büro des Hohen Kommissars der Vereinten Nationen für Menschenrechte seine wegweisende Bewertung der Menschenrechtslage in Xinjiang. Darin wurde festgestellt, dass das Ausmaß willkürlicher und diskriminierender Inhaftierungen von Uiguren und anderen überwiegend muslimischen Minderheiten zusammen mit weitergehenden Einschränkungen grundlegender Rechte „internationale Verbrechen, insbesondere Verbrechen gegen die Menschlichkeit, darstellen kann“.

    „Vier Jahre nachdem die Vereinten Nationen gewarnt haben, dass die Missstände in Xinjiang Verbrechen gegen die Menschlichkeit darstellen könnten, gibt es weltweit noch immer keinen glaubwürdigen Rechenschaftsmechanismus. Eine Warnung dieser Tragweite darf nicht mit dem Nachrichtenzyklus verschwinden.“

    Vier Jahre später ist das grundlegende Problem der Rechenschaft weiterhin ungelöst. Aktuelle Menschenrechtsberichte dokumentieren weiterhin willkürliche Inhaftierungen und ungerechte Gefängnisstrafen, weitreichende Überwachung, Einschränkungen des religiösen und kulturellen Lebens, Familientrennungen, Reise- und Kommunikationsbeschränkungen, Risiken von Zwangsarbeit in internationalen Lieferketten sowie Druck auf im Ausland lebende Uiguren.

    Die Free China Movement ist der Auffassung, dass der Zeitablauf Xinjiang nicht von der internationalen Menschenrechtsagenda verdrängen darf. Grundrechte enden nicht an Staatsgrenzen, und kein politisches Regime sollte sich auf Souveränität, nationale Sicherheit oder gesellschaftliche Stabilität berufen können, um sich einer glaubwürdigen Prüfung schwerwiegender Menschenrechtsvorwürfe zu entziehen.

    Fünf geforderte Maßnahmen

    1. Die Freilassung von Menschen verlangen, die wegen friedlicher Meinungsäußerung, religiösen Glaubens, kultureller Identität, Vereinigungsfreiheit oder friedlicher Menschenrechtsarbeit willkürlich festgehalten oder ungerecht inhaftiert werden.
    2. Von der kommunistischen Regierung auf dem chinesischen Festland verlangen, echte unabhängige, glaubwürdige und ungehinderte internationale Untersuchungen und Berichterstattung in Xinjiang zuzulassen.
    3. Ermittlungen, Transparenz und Durchsetzung gegen Zwangsarbeit in internationalen Lieferketten stärken.
    4. Den Schutz vor transnationaler Repression für Uiguren, chinesische Demokratieaktivisten, Tibeter, Hongkonger Aktivisten, Menschenrechtsverteidiger und andere im Ausland bedrohte Gruppen verstärken.
    5. Menschenrechte und Rechenschaft in Xinjiang auf den formellen Agenden der Vereinten Nationen und demokratischer Parlamente halten, mit konkreten und messbaren Folgemechanismen.

    Die Free China Movement fordert die kommunistische Regierung auf dem chinesischen Festland außerdem auf, die Unterdrückung grundlegender Menschenrechte und bürgerlicher Freiheiten zu beenden, Menschen freizulassen, die ausschließlich wegen friedlicher politischer Äußerung, religiösen Glaubens, ethnischer oder kultureller Identität oder der Verteidigung bürgerlicher Rechte willkürlich festgehalten oder ungerecht inhaftiert sind, und eine glaubwürdige unabhängige internationale Prüfung schwerwiegender Vorwürfe zu Xinjiang zuzulassen.

    „Vor vier Jahren haben die Vereinten Nationen ihre Warnung ausgesprochen. Vier Jahre später braucht die internationale Gemeinschaft mehr als eine weitere Erklärung der Besorgnis. Sie braucht nachhaltiges, transparentes und messbares Handeln und Rechenschaft.“

  • Quatre ans après le rapport de l’ONU sur le Xinjiang : l’alerte sur de possibles crimes contre l’humanité ne doit pas rester lettre morte

    Le Free China Movement appelle à la responsabilité, à une enquête indépendante, à l’application des interdictions du travail forcé et à la protection contre la répression transnationale

    Le 31 août 2022, le Haut-Commissariat des Nations unies aux droits de l’homme a publié son évaluation majeure de la situation des droits humains au Xinjiang. L’évaluation a conclu que l’ampleur des détentions arbitraires et discriminatoires visant les Ouïghours et d’autres minorités majoritairement musulmanes, ainsi que les restrictions plus larges imposées aux droits fondamentaux, « peut constituer des crimes internationaux, en particulier des crimes contre l’humanité ».

    « Quatre ans après que les Nations unies ont averti que les abus commis au Xinjiang pouvaient constituer des crimes contre l’humanité, le monde ne dispose toujours pas d’un mécanisme crédible de reddition de comptes. Une alerte d’une telle gravité ne peut pas disparaître avec le cycle de l’actualité. »

    Quatre ans plus tard, le problème fondamental de responsabilité reste non résolu. Des rapports récents sur les droits humains continuent de faire état de détentions arbitraires, d’emprisonnements injustes, d’une surveillance étendue, de restrictions à la vie religieuse et culturelle, de séparations familiales, de restrictions aux déplacements et aux communications, de risques de travail forcé dans les chaînes d’approvisionnement internationales et de pressions exercées sur les Ouïghours vivant à l’étranger.

    Le Free China Movement estime que le passage du temps ne doit pas faire disparaître le Xinjiang de l’agenda international des droits humains. Les droits fondamentaux ne s’arrêtent pas aux frontières nationales, et aucun régime politique ne devrait pouvoir invoquer la souveraineté, la sécurité nationale ou la stabilité sociale pour échapper à un examen crédible d’allégations graves de violations des droits humains.

    Cinq actions demandées

    1. Exiger la libération des personnes détenues arbitrairement ou emprisonnées injustement pour expression pacifique, croyance religieuse, identité culturelle, association ou défense pacifique des droits fondamentaux.
    2. Exiger du gouvernement communiste de Chine continentale qu’il permette des enquêtes et des reportages internationaux véritablement indépendants, crédibles et sans entrave au Xinjiang.
    3. Renforcer les enquêtes, la transparence et l’application des interdictions relatives au travail forcé dans les chaînes d’approvisionnement internationales.
    4. Renforcer la protection contre la répression transnationale pour les Ouïghours, les militants chinois pour la démocratie, les Tibétains, les militants hongkongais, les défenseurs des droits humains et les autres personnes menacées à l’étranger.
    5. Maintenir les droits humains et la responsabilité au Xinjiang à l’ordre du jour officiel des Nations unies et des parlements démocratiques, avec des mécanismes de suivi mesurables.

    Le Free China Movement appelle également le gouvernement communiste de Chine continentale à mettre fin à la répression des droits humains fondamentaux et des libertés civiles, à libérer les personnes arbitrairement détenues ou injustement emprisonnées uniquement pour leur expression politique pacifique, leur croyance religieuse, leur identité ethnique ou culturelle, ou leur défense des droits civils, et à permettre un examen international indépendant et crédible des graves allégations concernant le Xinjiang.

    « Il y a quatre ans, les Nations unies ont lancé leur avertissement. Quatre ans plus tard, la communauté internationale a besoin de plus qu’une nouvelle expression de préoccupation : elle a besoin d’actions et d’une reddition de comptes durables, transparentes et mesurables. »

    2022年8月31日,联合国人权事务高级专员办事处发布关于新疆人权状况的重要评估。报告指出,针对维吾尔族和其他以穆斯林为主的少数群体所实施的大规模任意和歧视性拘押,以及相关基本权利受到严重限制的情况,“可能构成国际罪行,特别是危害人类罪”。

    “联合国警告新疆发生的严重侵权行为可能构成危害人类罪已经四年,但至今仍没有与这一警告严重程度相称的可信问责机制。如此重大的警告,不能随着新闻周期过去而被遗忘。”

    四年之后,联合国报告所揭示的根本问责问题仍未得到解决。近期公开的人权调查继续指出任意拘押和不公正监禁、大规模监控、宗教和文化自由受压制、家庭分离、旅行和通讯限制、国际供应链中的强迫劳动风险,以及针对海外维吾尔人的压力等问题。

    自由中国运动认为,时间的流逝不能使新疆人权问题从国际公共议程中消失。基本人权没有国界,任何政权都不应以主权、国家安全或社会稳定为理由,逃避对严重人权指控的可信调查和问责。

    新疆问题也早已超越新疆本身。近期公开报告和机构分析继续记录针对海外维吾尔人以及其他群体的跨国镇压问题。

    自由中国运动提出五项行动要求

    1. 要求释放因和平表达、宗教信仰、文化身份、结社活动或维护基本权利而遭任意拘押或不公正监禁的人士。
    2. 要求大陆中共政权允许真正独立、可信且不受阻碍的国际调查和报道进入新疆,包括国际人权机构和独立记者获得实质性访问。
    3. 加强对国际供应链中强迫劳动问题的调查、透明度和执法,严格执行现有强迫劳动禁令,并加强供应链披露和责任追究机制。
    4. 加强对跨国镇压受害者的保护,建立更有效的报告、调查、执法协作和受害者保护机制,保护海外维吾尔人、中国民主人士、西藏人、香港活动人士、人权捍卫者以及其他受到威胁和胁迫的群体。
    5. 持续将新疆人权与问责列入联合国以及民主国家议会的正式议程,建立具体的后续程序和可以衡量的问责机制,而不是仅仅周期性发表关切声明。

    自由中国运动同时呼吁大陆中共政权停止对基本人权和公民自由的压制;释放所有仅因和平政治表达、宗教信仰、民族文化身份或维护公民权利而遭任意拘押或不公正监禁的人士;并允许可信的国际独立调查对新疆严重人权指控进行审查。

    2022年8月31日,聯合國人權事務高級專員辦事處發布新疆人權狀況評估。該評估認為,對維吾爾人及其他以穆斯林為主的少數群體進行大規模任意及歧視性拘留,加上其他對基本權利的限制與剝奪,「可能構成國際罪行,特別是危害人類罪」。

    「聯合國警告新疆侵權可能構成危害人類罪已經四年,世界仍缺乏可信的問責機制。如此嚴重的警告不能隨著新聞週期結束而失效。」

    四年後,聯合國所指出的核心問責問題仍未解決。近期人權報告繼續記錄任意拘留及不公正監禁、大規模監控、宗教與文化生活限制、家庭分離、旅行與通訊限制、國際供應鏈中的強迫勞動風險,以及針對海外維吾爾人的壓力。

    自由中國運動認為,時間流逝不能讓新疆退出國際人權議程。基本權利不因國境而停止,任何政治政權都不應以主權、國家安全或社會穩定為盾牌,逃避對嚴重人權指控的可信審查。

    5. 把新疆人權與問責持續列入正式國際議程,建立具體跟進程序及可衡量的問責機制,而非僅定期表達關切。

    自由中國運動進一步呼籲大陸中共政權停止壓制基本人權與公民自由;釋放所有僅因和平政治表達、宗教信仰、族群或文化身分、或捍衛公民權利而遭任意拘留或不公正監禁的人;並允許對新疆嚴重指控進行可信、獨立的國際審查。

  • Four Years After the UN Xinjiang Report: Its Warning on Possible Crimes Against Humanity Must Not Become an Empty Document

    Free China Movement Calls for Accountability, Independent Investigation, Forced-Labor Enforcement and Protection Against Transnational Repression

    On August 31, 2022, the Office of the United Nations High Commissioner for Human Rights released its landmark assessment of human-rights conditions in Xinjiang. The UN assessment concluded that the extent of arbitrary and discriminatory detention of Uyghurs and other predominantly Muslim minorities, together with broader restrictions and deprivations of fundamental rights, “may constitute international crimes, in particular crimes against humanity.”

    “Four years after the United Nations warned that abuses in Xinjiang may constitute crimes against humanity, the world still has no credible accountability mechanism. A warning of this magnitude cannot be allowed to expire with the news cycle.”

    Four years later, the fundamental accountability problem identified by the UN remains unresolved. Recent human-rights reporting continues to document arbitrary detention and unjust imprisonment, extensive surveillance, restrictions on religious and cultural life, family separation, restrictions on travel and communication, forced-labor risks in international supply chains, and pressure against Uyghurs living abroad.

    The Free China Movement believes the passage of time must not push Xinjiang out of the international human-rights agenda. Fundamental rights do not stop at national borders, and no political regime should be able to invoke sovereignty, national security, or social stability as a shield against credible scrutiny of serious human-rights allegations.

    The issue also extends beyond Xinjiang’s geographic boundaries. Recent reporting and institutional analysis have documented transnational repression targeting Uyghurs and other communities outside China.

    Free China Movement Calls for Five Actions

    1. Demand the release of people arbitrarily detained or unjustly imprisoned for peaceful expression, religious belief, cultural identity, association, or the peaceful defense of fundamental rights.
    2. Require the Mainland Chinese Communist Government to permit genuinely independent, credible and unhindered international investigation and reporting in Xinjiang, including meaningful access for international human-rights institutions and independent journalists.
    3. Strengthen investigation, transparency and enforcement against forced labor in international supply chains, including stronger supply-chain disclosure and accountability mechanisms.
    4. Strengthen protections against transnational repression, including reporting, investigation, law-enforcement coordination and victim-protection mechanisms for Uyghurs, Chinese democracy advocates, Tibetans, Hong Kong activists, human-rights defenders and others subjected to threats or coercion abroad.
    5. Keep Xinjiang human rights and accountability on formal international agendas, with concrete follow-up procedures and measurable accountability mechanisms rather than periodic expressions of concern.

    The Free China Movement further calls on the Mainland Chinese Communist Government to end repression of basic human rights and civil liberties; release those arbitrarily detained or unjustly imprisoned solely for peaceful political expression, religious belief, ethnic or cultural identity, or the defense of civil rights; and permit credible independent international examination of serious allegations concerning Xinjiang.

    “Four years ago, the United Nations issued its warning. Four years later, the international community needs more than another expression of concern. It needs sustained, transparent and measurable action and accountability.”

    Freedom, dignity, freedom of belief, and the right to live without fear belong to every human being.
