Chen Xiaochang (陈晓昶) is a Ningxia democracy activist whose name appears in the 1998 China Democracy Party national-preparatory network and in later democracy petitions.

A later archival reproduction of the November 10, 1998 national preparatory registration notice lists 陈晓昶 as the Ningxia coordination/contact member. Separate 2001 and 2002 democracy and public-petition signatory lists again place 陈晓昶 under Ningxia, materially strengthening exact-name and same-region continuity beyond a single roster reference.

The recurrence supports a continuing Ningxia democracy-network identity, but the original 1998 filing has not yet been recovered and no exact formal office or tenure is inferred.
