The FCM Constitutional & Legal Opinions Project develops non-binding constitutional and legal analysis for questions affecting Mainland China, historical ROC constitutional continuity, human rights, legal transition and future democratic institutions.

NON-BINDING — NO PRESENT STATE JURISDICTION. FCM does not claim to be an existing court, legislature or government. These materials are research and legal opinions designed for independent review.

The project separates historical law, later jurisprudence and future reform recommendations, preserves contrary authority, and maintains version and correction history so future courts can independently reproduce, reject, modify or adopt the reasoning.
