The Free China / Third Republic Expert, Talent & Leadership Network is a framework for identifying and engaging relevant expertise while protecting independence, consent and institutional accountability. It is not a list of endorsed personalities, and inclusion in research or consideration does not confer membership, appointment, political authority or support for Free China.
Expertise comes before prominence. Relevant knowledge, demonstrated work, integrity, independence of judgment and fit to a defined role matter more than media visibility or reputation alone. Historical or current titles and professional credentials should be supported by reliable sources; broad media labels do not automatically become permanent titles or current mandates.
Roles must remain distinct. Research subjects, subject-matter experts, advisers, contributors, volunteers, institutional collaborators and possible future leadership candidates are different categories. No person should be publicly presented as an adviser, partner, representative, member or supporter without appropriate verification and consent. Participation in one bounded activity does not imply agreement with every Free China position.
Public role families may include research and subject-matter experts; civic and organizational advisers; emerging talent such as students, fellows and early-career professionals; institutional collaborators considered under separate partner-quality standards; and a separately governed future-leadership research category. Future-leadership research is not nomination, endorsement, appointment or succession designation.
Selection should focus on competence, integrity, evidence discipline, democratic and human-rights compatibility, ability to work across disagreement, delivery reliability, conflict transparency, security awareness and role-specific experience. Public pages may explain these standards, but private references, internal scores, personal contact data, consent or conflict records, security notes and nonpublic due-diligence material remain internal.
Engagement follows a reviewable lifecycle: discover; verify identity and credentials; map a relevant role; conduct proportionate conflict and quality review; obtain consent where required; undertake a bounded engagement; review results; then continue, change the role or close the engagement. Public status should never run ahead of verified, publication-cleared reality.
Leadership capacity should be evaluated in relation to institutions rather than personality. Relevant qualities include constitutional restraint, respect for peaceful political competition, human rights, truthfulness, ability to delegate, tolerance of scrutiny, conflict-of-interest discipline, coalition-building, crisis judgment and willingness to relinquish authority according to lawful rules. No expert-network status creates governmental, constitutional or transitional authority.
Public participation may include research, peer review, translation, technical assistance, teaching, mentoring or bounded advisory work. Calls for participation should state scope, volunteer or paid status where applicable, privacy expectations, selection process and attribution rules. They do not imply fundraising commitments, employment promises, governmental appointments or political candidacy.
P1 remains authoritative for independently verified historical evidence and P2 for independent constitutional and transition analysis. P3 may derive forward-looking institutional lessons, but it does not alter P1/P2 evidentiary conclusions or treat cited contributors, scholars or institutions as endorsing P3.
The purpose of this network is to build durable institutional capacity through verified, consented and accountable participation—not to turn public recognition into permanent organizational status.
