Status: P3 forward implementation and policy-design layer. P2 retains ownership of constitutional/legal authority, historical findings and evidentiary foundations for transitional justice.
Transitional justice: truth, responsibility and remedy are separate tracks
A democratic transition should preserve evidence, establish facts through independent procedures, distinguish individual responsibility from institutional membership, provide meaningful rights of response and link verified wrongs to correction and remedy. Criminal liability, administrative fitness, disciplinary responsibility, historical truth and institutional reform should not be collapsed into one political label.
No collective guilt and no blanket impunity
Ordinary personnel should not lose careers or civil rights solely because they served in an institution. At the same time, credible serious-abuse cases must not be closed in the name of continuity. Findings should be proposition-specific, evidence-controlled and reviewable. Corrections should preserve previous versions, and remedies should have trackable implementation status rather than ending with a public apology or announcement.
Economic continuity is part of democratic legitimacy
Transition planning must keep payments, utilities, transport, financial settlement, lawful contracts and essential services functioning while authority is normalized. P3 treats legal authority, capacity, finance, execution, output and accountability as separate nodes: availability of money does not prove lawful expenditure, expenditure does not prove effectiveness, and a good outcome does not retroactively prove that authority or oversight was valid.
Economic reform under predictable rules
The public-policy workstream is developing alternatives for private enterprise and fair competition, public-debt transparency, housing and land governance, labor and wages, retirement and aging, family policy, digital governance and other transition issues. The design objective is to replace arbitrary political discretion with transparent law, predictable regulation, rights protection, public budgeting and measurable outcomes while avoiding sudden institutional collapse.
Social protection and continuity
Economic reform should not treat continuity costs as an afterthought. Workers, pensioners, families, displaced people, vulnerable groups and people dependent on public services need clear transition rules and appeal channels. Where assistance or scarce crisis resources are allocated, priority criteria should be public, relevant to risk or function, reviewable and protected against partisan favoritism.
Public accountability
- Finding → correction → remedy chains for verified public wrongs.
- Separate operational, remedial and evidentiary closure statuses.
- Transparent fiscal responsibility and auditable public debt.
- Service-continuity and handover records across institutional change.
- Public outcome metrics that distinguish spending, targets and actual attainment.
- Open unresolved questions where evidence or lawful authority is incomplete.
