An archived English-language FreeChina.net page preserves the Free China Movement’s 1998 Action Goals. The surviving page lists four major organizational objectives: building an effective movement linking participants inside and outside China; creating a coordinating committee and rapid-response network; convening international academic forums; and building international cooperation, an advisory board, fundraising capacity, and a democracy-training institution in Washington, D.C.
The page also explicitly connects the action program to human rights, democratic institutions, autonomous labor organizing, international advocacy, and annual movement decision-making.
