A surviving FreeChina.net file titled Proposed Declaration of Moral Principles sets out a proposed moral and organizational framework for the Free China Movement. It emphasizes peaceful methods, democratic governance, human rights, freedom of speech, thought, religion and assembly, independent labor organizing, and cooperation among groups seeking political change in mainland China.
The file also reproduces an early version of the movement’s Action Goals. Because the document is explicitly labeled Proposed, this recovery page distinguishes it from later adopted statements and does not treat all wording as final organizational policy.
