Source-universe page — cumulative historical coverage, not a current-custody count.
The Hong Kong Democracy Council (HKDC) reported 1,014 political prisoners in Hong Kong from June 9, 2019 through May 10, 2022 in its report Hong Kong Reaches a Grim Milestone: 1,000 Political Prisoners. HKDC describes its Hong Kong Political Prisoners Database as a long-term monitoring project.
HKDC later stated that, by the end of August 2023, its database had recorded 1,615 political prisoners since 2019. That figure is cumulative. It should not be read as the number still imprisoned at that later date.
How FreeChina will use this source universe
- Current: presently imprisoned/detained cases verified with current evidence.
- Former / released: people with verified political-imprisonment history who are no longer counted as current custody.
- Status under review: records where present custody or release status still requires reconciliation.
- Historical universe: the larger cumulative HKDC cohort, regardless of present custody.
FreeChina will match HKDC records to existing canonical person profiles first, then add profile links progressively. A missing FreeChina profile must not be interpreted as absence from the historical source universe.
