Background
Chen Weiquan (陈维权) is a Falun Gong practitioner from Jixi City in Heilongjiang Province, northeastern China. According to Minghui, he and his wife, Ms. Pan Xihua (潘西华), had been repeatedly targeted by officer Jin Hui of the Didao District Domestic Security Office for practicing Falun Gong, including raids on their home in 2016 and during the 2020 pandemic period.
The September 2021 arrests
On September 15, 2021, officer Jin Hui arrested Mr. Chen and Ms. Pan after suspecting them of reporting his involvement in the persecution to Minghui.org, according to Minghui. Jin ransacked their home; the couple’s daughter later discovered that 5,000 yuan in cash kept at home was gone. Another practitioner, Mr. Wu Baoku, was arrested the same day and detained at the Jixi City Detention Center with the couple.
Seven-year sentence
Mr. Chen, his wife, and Mr. Wu were tried in the Mishan City Court on April 7, 2022, Minghui reports. Mr. Chen was sentenced to seven years in prison and Ms. Pan to four years; it is not clear whether Mr. Wu was sentenced. A Minghui monthly sentencing list records the case as: 陈维权 Chen Weiquan, male, Heilongjiang, Jixi — sentenced April 2022, seven years, 5,000 yuan fine.
Status and evidentiary limits
Chen Weiquan is classified as a current prisoner. 维权网’s August 31, 2026 monthly report (Issue 131) lists 陈维权 among the prisoners of conscience in custody, in the “sentenced to 7 years” group — consistent with the seven-year term reported by Minghui. The exact sentencing date of April 2022 is Minghui-reported and attributed; his current detention facility, prison division, and health status are unconfirmed beyond the sources cited above. This profile does not merge Chen Weiquan with any other person, and no claims are made about Mr. Wu Baoku’s outcome, which Minghui left unclear.
