Tong Ying-kit (唐英傑) was the first person tried and convicted under Hong Kong’s National Security Law. In July 2021 he was sentenced to nine years’ imprisonment for inciting secession and terrorist activities. A July 2026 report by Safeguard Defenders documents Tong appearing in a prison-produced national-security documentary, providing current evidence that he remained in custody in 2026.
