This section is deliberately separated from the historical findings. It identifies propositions that the evidence suggests should be tested in future constitutional-transition research; it does not present those propositions as established historical facts or as predetermined policy.
Institutional lessons for testing
- A constitution, joint government, security-sector integration and elections can proceed on different clocks; a successful constitutional text does not automatically secure the other components.
- Military and security institutions require explicit constitutional loyalty, civilian command, party-state separation and verifiable transfer-of-command procedures.
- Emergency powers require narrow triggers, fixed duration, renewal rules, legislative and judicial checks, transparency and automatic expiration.
- Transitions need clear authority for negotiation, signature, ratification, ceasefire orders and implementation so informal influence does not become an undefined veto.
- Institutional replacement should preserve necessary public-security functions while separating individual accountability from collective institutional affiliation.
- Legal continuity should not be confused with unchanged territorial or practical control; transition design should specify how institutions continue when capitals, administrative centers or control zones change.
Relationship to Third Republic research
The historical and comparative record supplies constraints and questions for Third Republic constitutional scenarios. It does not automatically validate any single roadmap. Proposed future institutions should be revised when the evidence shows that a historical analogy is weak, an implementation mechanism is missing or a comparative lesson does not transfer to Chinese conditions.
