This section studies contemporary transitional-justice implementation as an institutional case, with special attention to whether announced programs actually produce accessible archives, delivered remedies, institutional learning and measurable outcomes.
Implementation clock
The research tracks announcement → legal establishment → staffing → funding → operation → output → delivery → outcome. A budget, training program, approved remedy or declassification decision is not automatically counted as a completed result.
Victim remedies
Compensation, property restoration and reputation-restoration cases are tracked from application through decision and then through actual payment, registration, return, certificate delivery and use. Aggregate approval totals therefore are not presented as aggregate delivery totals unless the delivery evidence exists.
Political archives
The archive layer distinguishes original/copy, classified/declassified, redacted/unredacted, transferred/not transferred, cataloged/uncataloged and actually accessible/administratively processed. Current official evidence shows major declassification and digitization progress, while a small classified remainder and several separate privacy- or extended-classification cohorts still require item-level tracking.
Planned future opening dates are labeled as scheduled rather than completed access. Likewise, notification batches are not converted into unique-person counts unless duplication can be excluded.
