Rights Network and Minghui report that 69-year-old Urumqi resident Luo Chuanmei died on October 3, 2025 while serving a three-year-and-eight-month prison sentence connected to her Falun Gong practice. The reports identify Xinjiang Second Prison as her last place of detention and say her family was notified only after her body had already been cremated. No public prison medical record, death certificate or official explanation has been located in this P5 review, so the cause and circumstances of death cannot be independently established from public records.
Why It Matters
A death in custody requires credible accounting. If a family is informed only after cremation, meaningful independent review of the cause of death and treatment in custody becomes substantially harder. The case therefore raises issues of religious freedom, prisoner health, family notification, preservation of evidence and accountability.

The Mainland Chinese Communist Government should disclose the legal and medical records necessary to explain Luo Chuanmei’s death, including the basis for detention, prison medical treatment, date and circumstances of death, and the authority for cremation before family notification. Religious belief should not be criminalized, and imprisonment creates an affirmative duty to protect a detainee’s health and dignity.
