Li Guotao (李国涛) is a Shanghai democracy activist whose documented history includes 1989 activism, the unofficial Shanghai Human Rights Association and the 1998 China Democracy Party.
Democracy and human-rights activity
Human Rights Watch identifies Li as one of five signatories of the Shanghai CDP registration petition and as a former president of the unofficial Shanghai Association for Human Rights. U.S. government and refugee-board reporting document repeated detentions in 1999–2000 and a three-year reeducation-through-labor disposition in 2000.
Custody record
Controlled research preserves multiple distinct custody episodes rather than merging them: a 1989 case, a separate 1994 reeducation-through-labor episode, repeated 1999–2000 detentions, and the 2000 three-year RTL disposition. Exact disposition and release dates remain primary-record research targets.
