Former Shandong CPPCC Member Zhou Chunwei Calls for an End to One-Party Rule; Free China Movement Responds

September 22, 2026 — Zhou Chunwei, a former member of the Shandong Provincial Committee of the Chinese People’s Political Consultative Conference, published an open letter on September 8 titled My Position: End One-Party Dictatorship. In it, she said she no longer accepts the Chinese Communist Party’s long-term monopoly on state power and voiced support for judicial independence, press freedom, freedom of association and expression, accountable government, and the public’s right to choose and replace its government.

The Free China Movement subsequently issued its own organizational response: “We welcome Ms. Zhou Chunwei for stepping forward and publicly breaking with CCP one-party rule.”

Zhou states that she was elected to the 13th Shandong Provincial CPPCC in January 2023 and that her membership was revoked on January 17, 2025. Those biographical and institutional claims are presented in her own open letter and should be distinguished from independently verified records.

Questions have also been raised about past business and financial matters associated with Zhou. These issues should be examined separately on the basis of evidence and due process; a political break with the CCP neither resolves nor proves any unrelated legal allegation.
