Liao Shihua / 廖世华 — Labor-Rights Organizer and China Democracy Party Member

Identity and classification

Liao Shihua (廖世华) is documented as a veteran labor-rights organizer in Changsha, Hunan, a participant in the 1989 democracy movement, and a member of the China Democracy Party (CDP). His principal documented public identity in the available record is labor organizing and worker-rights advocacy.

Status

Amnesty International documented a six-year prison sentence imposed in December 1999 and reported that he was due for release in June 2005. The P1 source master records his release as 9 June 2005. A sufficiently reliable fresh source establishing his circumstances in 2026 has not yet been verified; present location and activity are therefore RESEARCH PENDING and are not inferred.

Biography and organizations

Liao worked at the Changsha Automobile Electrical Equipment Factory. Amnesty described him as a veteran labor activist and CDP member. He also participated in the 1989 democracy movement and helped produce the political journal Opposition Party.

Principal activities

In October 1998, Liao organized a factory protest against corruption and sought health-care and housing benefits for retired and laid-off workers. In June 1999, he organized a protest over corruption and cuts in housing and medical benefits. More than 100 laid-off workers demonstrated outside the Hunan provincial government headquarters and demanded action on unemployment.

Documented impact

The June 1999 action mobilized more than 100 laid-off workers and placed factory welfare, unemployment and corruption grievances before provincial authorities. This observable mobilization is distinguished here from broader claims of political impact that the available evidence does not establish.

Representative works

Liao is documented as having helped produce the political journal Opposition Party. A verified issue-level bibliography or signed article by Liao has not yet been located: RESEARCH PENDING.

Core viewpoints

The documented actions show advocacy concerning worker welfare, corruption, health-care coverage, housing benefits and unemployment. Pressure and detention history

Liao was detained in June 1999 after the worker protest. Amnesty reported that in December 1999 he received a six-year sentence with one year’s deprivation of political rights after being convicted of “conspiring to subvert state power” and “assembling a crowd to disrupt traffic.” Amnesty considered him detained for peaceful exercise of freedom of expression and association.
