Bai Xiaomao / 柏小毛 — Democratic China Front Mountain Branch Case

Bai Xiaomao / 柏小毛 was a coal-mine worker from Qiyang County, Hunan, and a defendant in the 1990 Chenzhou prosecution of the group the court called the “Democratic China Front — Mountain Branch” (民主中国阵线山地支部).

Identity and role

The surviving judgment identifies Bai as a native of Qiyang County (祁阳县), a worker at Tangdong Coal Mine (唐洞煤矿), and a resident of the mine’s Fifth Village. The court characterized him as a principal organizer (主犯) of the group. It said he helped organize and lead the group and participated in drafting its program and leaflets.

Detention, prosecution and sentence

The judgment records that Zixing public security placed Bai under investigatory detention on February 24, 1990, and formally arrested him on June 6, 1990. The Chenzhou Prefecture Intermediate People’s Court, Criminal Trial Division No. 1, convicted the defendants of “counterrevolutionary clique” activity (反革命集团罪) in case (1990)郴一初字第88号.

On November 7, 1990, Bai was sentenced to eight years’ imprisonment, calculated from February 24, 1990 through February 23, 1998, plus three years’ deprivation of political rights.

Leaflet activity

The judgment states that members of the organization produced and distributed political leaflets. It names Bai Xiaomao, Li Yumin, Xiong Rentao and Chen Jianlong as participants in leaflet distribution at the Zixing Mining Bureau and four subordinate coal mines. Xiong and Chen were named participants, not defendants in this judgment.

Evidence status

The court, charge, case number, identity block, detention and arrest dates, role, and sentence above are supported by surviving photographs of pages 1, 4 and 5 of the issued judgment. Earlier working transcriptions contained several errors; direct re-reading of the judgment supports 柏小毛 (not 白小毛), Qiyang County, Tangdong Coal Mine, arrest on June 6, and the eight-year term.

Current status: not verified. The nominal end of the sentence must not be treated as proof of release. No reliable post-sentence biography, prison assignment, release record, or current-status record has yet been established.
