Documented record
Asia Watch reported that Fu Guanghui, Wu Wei, Deng Jun, and Xiong Jianjun organized during the 1989 movement and agitated for strikes, activity the report said contributed to a brief interruption of Changde’s water supply.
The four men were reported arrested after June 4, 1989. In November 1989, the Changde City Public Security Bureau imposed re-education-through-labor terms ranging from two to three years. The source does not distinguish Fu Guanghui’s individual term. RTL was administrative detention, not a criminal court sentence.
