Background and documented imprisonment

Reports identify Dai as a former prison employee or guard in Mudanjiang. Minghui reported that he was arrested in 2008 after distributing information about Falun Gong and was subsequently sentenced to five years in prison. Reporting on his imprisonment described alleged mistreatment while he was held in the Jiamusi prison system.

Dai was detained again in 2017 after seeking the release of another detained practitioner. According to later reporting, he was released on bail in March 2018 after periods of detention and hospitalization.

2019 sentence

Dai was detained again in 2019. Minghui reported that he received another five-year prison sentence around October 2019. Human Rights Without Frontiers subsequently included his case in its 2019 China religious-freedom reporting, describing him as a former prison guard and reporting the five-year sentence. A Minghui sentencing compilation likewise lists Dai Qihong (戴启鸿), Mudanjiang, Heilongjiang, with a five-year sentence in October 2019.

Current-status caution

A July 31, 2026 monthly political-prisoner report attributed to Rights Defense Network / Weiquanwang includes Dai Qihong among people listed with five-year sentences. Because the available sources do not establish here the precise legal basis for his status on that reporting date, this profile does not infer a release date, sentence extension, new sentence, or present place of custody beyond what the cited sources explicitly report.
