Fan Minglan is a Falun Gong practitioner from Yanji City in Jilin Province, China, reported to have been sentenced to seven years in prison in 2020. She is reported to have begun practicing Falun Gong in June 1997.
In October 2000, she was arrested at Tiananmen Square in Beijing while appealing for the right to practice Falun Gong. She was beaten by police, held in solitary confinement for several days, and detained at the Yanji Detention Center for a month. Later in 2000 she was given three years at Heizuizi Forced Labor Camp, where she was forced to work long hours and was shocked with electric batons; she was released on medical parole after about four months.
On February 15, 2011, she was arrested at a fellow practitioner’s home and taken first to the Helong City Police Department and then to the Guangming Police Station. Over two days and nights of sleep-deprivation interrogation she was slapped, beaten with a slipper, had her hair pulled, and was handcuffed behind her back with her arms pulled upward. She was transferred to the Helong Detention Center, released on medical parole because of a severe heart condition, then taken to a brainwashing center in March 2011, and released on April 23, 2011, with a leg disability she attributed to the torture.
On June 11, 2018, she was arrested with another practitioner, Ms. Tang Yanmei, in the Daqiancheng area of Yanji while talking to people about Falun Gong. Both women’s homes were ransacked and they were later released on bail.
Her family lost contact with her after January 10, 2020. Her arrest by the Longjing City police was confirmed on January 20, 2020. In late July 2020, her family learned she had been sentenced to seven years in prison; her whereabouts were not disclosed at the time.
