Kan Xiaoyong (阚小勇) is a Protestant house-church pastor from Dalian, Liaoning. In 2018, after moving from Wuhan to Dalian with his wife Wang Fengying, he founded the Discipleship Home Network (门训家园网), a combination of online and offline evangelism that became well known in China’s house-church circles.
On October 20, 2021, police raided the couple’s home in Dalian and detained Kan, Wang, and four church members: Chu Xinyu, Zhao Qianjiao, Zhang Songai, and Liang Dongzhi. According to reporting by Radio Free Asia and Bitter Winter, both Kan and Wang said they were tortured by Dalian police during interrogation; the allegation was raised in court and was not refuted by the prosecution.
On January 12, 2024, the Ganjingzi District People’s Court in Dalian sentenced Kan Xiaoyong to 14 years in prison. His wife Wang Fengying received four years, Chu Xinyu ten years, and the three other church members three years each. The convictions were obtained under charges of illegal business practices and of using superstition — rendered by some outlets as “heterodox teaching” (xie jiao) — to undermine the implementation of law. The defense team succeeded in having the defendants acquitted of a fraud charge that would have carried an even heavier penalty.
Rights Defense Network’s Issue 131 (August 31, 2026) lists Kan Xiaoyong among reported current-custody political prisoners and prisoners of conscience. The U.S. Commission on International Religious Freedom’s 2026 China victim profile lists his status as “Not Released.” What is not known from public sources: the name of the prison where he is serving his sentence, whether an appeal was filed, and the exact Chinese text of the court’s charges.
