Pan Gang / 潘刚 — Falun Gong Practitioner and Former Tax Bureau Worker

Pan Gang (潘刚) is a Falun Gong practitioner from Nong’an County, Jilin Province, and a former employee of the local tax bureau. Publicly available documentation describes repeated detention and imprisonment connected to his religious practice over more than two decades.

## Documented record

Minghui reported in 2005 that Pan, then 48, had worked for the Nong’an County Tax Bureau and had experienced repeated detention and forced-labor terms. Its account described detention at Yinmahe, Chaoyanggou and Weizigou forced-labor camps and alleged serious mistreatment. These allegations are attributed to Minghui and should not be treated as independently verified findings.

A 2015 Minghui case summary identified Pan as a civil servant at the Nong’an Local Taxation Bureau and reported that he had been sentenced to eight years in prison in 2011. The same source said his wife filed a criminal complaint against former Chinese leader Jiang Zemin on his behalf in June 2015.

For the most recent case, Minghui reported that Pan was arrested on April 14, 2023. According to the account, his family later learned that he was held at the Nong’an County Detention Center. On January 9, 2024, the detention center reportedly informed his family that he had been transferred to Jilin Province Prison to serve a four-year term.

In February 2025, Minghui reported that Pan had been hospitalized while serving that sentence and that a request for medical parole was not being granted. The report attributed information about his health and the prison’s response to communications received by his family.

A Rights Defense Network monthly prisoner report dated July 31, 2026, reproduced by China Truth, listed Pan Gang among people serving four-year sentences. This establishes that he continued to appear on a current-prisoner monitoring roster as of that report date; it does not independently establish conditions of confinement or events after July 31, 2026.

## Status

As of the July 31, 2026 monitoring report, Pan Gang was listed among prisoners serving four-year terms. This profile does not infer any change in custody after that dated source.

## Source and evidence notes

The detailed case chronology and mistreatment allegations above rely substantially on Minghui, a Falun Gong-affiliated documentation outlet. They are presented with attribution. The July 31, 2026 prisoner-roster entry provides a separate dated monitoring reference for his reported sentence status.
