Fan Wencheng is reported to be a democracy activist from Guangzhou who was detained in a 2020 crackdown on activists in the city.
On November 24, 2020, Radio Free Asia reported that Chinese authorities had detained five prominent democracy activists in Guangzhou: Fan Yiping, Fan Wencheng, Lai Jianjun, Hu Tianfeng, and Qiao Lianhong. RFA reported that Fan Wencheng had once run his own real estate business.
The U.S. Department of State’s 2022 Country Report on Human Rights Practices (China) reported that activists Fan Yiping, Fan Wencheng, Lai Jianjun, Hu Tianfeng, and Qiao Lianhong were tried in secret in April, stating they were detained in 2020 on suspicion of “subverting state power” and held in RSDL.
The rights-defense roster reproduced on this site (Rights Defense Network, Issue 131, dated August 31, 2026) lists Fan Wencheng among 1,638 reported current-custody cases. The identification of the roster entry with the Guangzhou activist detained in 2020 is probable but not independently verified: no sentence length, detention facility, or Chinese-character name has been publicly reported for this case.
