Gao Xiaoying (高晓颖) is a Falun Gong practitioner from Hanzhong City, Shaanxi Province. The Rights Defense Network Issue 131 roster, dated August 31, 2026, lists him among reported current-custody cases.
According to Minghui.org, Gao was arrested at work on July 5, 2023 after being accused of promoting Falun Gong online. The report says his home was searched and that his family was repeatedly denied visits while he was detained. It reports that the Qindu District Procuratorate submitted the case to the Qindu District Court in December 2023.
Minghui reported that Gao was sentenced to seven years in prison around mid-November 2024. The Congressional-Executive Commission on China (CECC) also records the case in its 2025 Annual Report, stating that the Qindu District People’s Court sentenced Gao to seven years for propagating information about Falun Gong online. CECC identifies him as a food inspector and cites Political Prisoner Database record 2025-00116.
Minghui also reports a previous March 2013 arrest in Qingdao and a three-year sentence, with release on March 20, 2016.
The available sources differ on the timing of court proceedings in 2024: CECC describes the family being barred from a March 2024 trial, while Minghui reports a May 14, 2024 hearing. The discrepancy remains unresolved. No publicly available court judgment has been located. The August 31, 2026 custody status is presented as the roster’s classification rather than an independently verified fact.
