The Prisoners of Conscience Database reports that local police took Guan from his home on February 15, 2023, searched the home, and detained him. It reports that the Shenyang Economic Development Zone Court later sentenced him to three years and ten months in prison. The charge and detention location are recorded as unknown.
Record discrepancy
The same database page contains inconsistent summary fields showing two years ten months and a 2022 arrest date, while its biography text states February 15, 2023 and three years ten months. Issue 131’s sentence table and the database’s December 14, 2026 term-through date align with the biography-text version. The discrepancy is preserved rather than silently corrected.
Identity limits
