Guan Xiaoyan (管晓燕), born March 27, 1966, is a petitioner and former teacher from Qingdao’s Jimo area in Shandong Province. Her surname is 管, not 关.

The Prisoners of Conscience Database reports that Guan was taken away on June 21, 2023 and later prosecuted. It records a February 6, 2026 sentencing totaling four years when a three-and-a-half-year term and an additional eight-month term are combined. The database reports that her appeal was upheld on September 6, 2026 and that she was transferred to Jinan Women’s Prison.
