Huang Yunmin (黄云敏) is a former judge from Tumxuk, Xinjiang, who later became a rights advocate for farmers and veterans. Multiple rights-group and UN records report that he received a ten-year prison sentence in connection with a case that followed his March 2017 detention.
Background and advocacy
Chinese Human Rights Defenders reports that Huang was born in 1958, served in the military and later worked as a judge in Tumxuk. It reports that after leaving the judiciary he advocated for veterans and farmers, including former soldiers who had worked around nuclear-test sites and sought medical examinations and state benefits.
2017 detention and sentence
A March 2017 detention notice preserved by the Xinjiang Victims Database records Huang’s criminal detention by the Xinjiang Production and Construction Corps Third Division Public Security Bureau on suspicion of “inciting ethnic hatred and ethnic discrimination.” CHRD and UN records state that he was formally arrested in April 2017, indicted in July 2017 and later sentenced to ten years.
Conflicting official and rights-group accounts
CHRD and UN records describe a September 2017 conviction for “organizing, leading, and actively participating in a terrorist organization” under Article 120. A PRC government response submitted to the UN in 2025 gives a different account: it describes convictions for “illegally possessing items promoting extremism” and “promoting extremist terrorism,” with a combined ten-year sentence, 20,000-yuan fine and five years’ deprivation of political rights; it dates the first-instance judgment to June 25, 2018 and the appeal decision to September 4, 2018. The differences in charge language, court and dates are preserved rather than reconciled.
Status and evidence limits
A February 2025 UN Special Procedures communication described Huang’s imprisonment as ongoing. No current prison location or independently confirmed release date is published here. Dui Hua reported in 2022 that a 2027 release was scheduled, but that date has not been confirmed by later sources.
