Li Xiukuan (李秀宽) — Shuangcheng Practitioner Sentenced to Four and a Half Years

Li Xiukuan (李秀宽)

Li Xiukuan is a Falun Gong practitioner from the Shuangcheng area of Harbin, in Heilongjiang Province, who was sentenced to four years and six months in prison in January 2026.

According to the Chinese Human Rights Defenders (CHRD) prisoners-of-conscience database, police raided Li’s home on August 21, 2025 and took him into custody at the Shuangcheng Detention Center. He was then criminally detained, formally arrested, and indicted. On January 20, 2026, the Daoli District Court in Harbin sentenced him to four years and six months in prison; the charge is not documented. The record lists his sentence as running through February 20, 2030. CHRD also notes a reported transfer to Harbin’s Sixth Hospital in the Acheng area because of health problems, while stating that the details still required verification.

A case file kept by the Falun Gong-affiliated Minghui library gives a fuller account of the 2025 arrest, including a home search, seizure of Li’s phone and belongings, and alleged denial of lawyer meetings. It also records earlier detentions in 2000, 2001, and 2016. These details are the outlet’s account and have not been independently verified.

The Rights Defense Network (维权网) lists 李秀宽 in its August 31, 2026 monthly report on political and conscience prisoners in custody in mainland China, in the group of those sentenced to four years and six months.

Sources and documentation: the detailed arrest account comes from a Falun Gong-affiliated source and has not been independently verified by other outlets cited here. The charge in the 2026 case is not documented. The reported transfer to Harbin’s Sixth Hospital remains unverified. No international-media or official Chinese-government reporting on this case was located.
