Rights Defense Network identifies Li as born in 1950 and formerly employed as a senior auditor at the 93rd Reclamation Bureau. It reports an earlier four-year prison sentence in 2014 and another arrest in September 2022 followed by release on bail.

Rights Defense Network and the CHRD Prisoners of Conscience database report that Li was arrested on October 15, 2025 by officers of the Zhengyang Police Station in connection with the earlier 2022 case.
