Li Shuluan (李书鸾) is a Falun Gong practitioner from Luohe City, Henan Province. Falun Gong-affiliated reporting states that she was detained again in June 2023 and sentenced to prison with a 10,000-yuan fine.
2020–2023 case
Minghui reports that Li went to Xiping County in 2020 and was reported to police while speaking with people about Falun Gong. She was taken to the Zhumadian City Detention Center and later released on bail for health reasons. The outlet reports continued police visits and harassment over the following years.
In June 2023, according to Minghui, her arrest was formally approved. More than ten personnel from the Xiping County Public Security Bureau, Procuratorate and Court later convened a hearing at her son’s home. The detailed report states that she received three years and six months in prison and a 10,000-yuan fine, and that she was taken back into custody on June 12.
Sentence-length conflict
A Minghui-derived monthly sentencing table lists the same Li Shuluan / 李书鸾 of Luohe, Henan, sentenced in June 2023 with a 10,000-yuan fine, but gives the term as three years rather than three years and six months. The discrepancy is unresolved and both figures are preserved.
Status and evidence limits
Rights Defense Network Issue 131 lists Li Shuluan among reported current prisoners as of August 31, 2026. The detailed case narrative comes from one reporting lineage. The exact serving prison, sentence-end date and current condition are not established.
