Luo Qigang (罗其刚) is a petitioner from Huainan, Anhui Province, who was detained after seeking redress over the forced demolition of his family’s property.
Forced-demolition petition case
Freedom House’s China Dissent Monitor reported that property belonging to Luo’s wife, Zhu Yuzhen (朱玉珍), in Huainan was demolished by the local government without consent in 2021. After complaints to local petitioning authorities and police did not bring a remedy, Luo traveled to Beijing to petition the National Public Complaints and Proposals Administration and posted an account of the family’s case on Douyin.
Freedom House reported that Luo was arrested and later prosecuted for “picking quarrels and provoking trouble.” Zhu Yuzhen was also prosecuted for the same offense in January 2023 after publicizing the case online.
Status and evidence limits
Rights Defense Network Issue 131, dated August 31, 2026, lists 罗其刚 in the Anhui regional group among people reported as detained awaiting trial. The record therefore does not support a conviction or sentence. No detention facility, later case outcome, or release information was located, and none is inferred.
