Peng Lifa / 彭立发

Peng Lifa (彭立发), also known online as Peng Zaizhou (彭载舟), is identified by human-rights monitors as the man detained after the October 13, 2022 Sitong Bridge protest in Beijing.

Sitōng Bridge protest

Reporting by CHRD and international media identifies Peng as the protester who displayed banners on Beijing’s Sitong Bridge calling for political reform, elections, an end to strict COVID controls, and the removal of Xi Jinping. He was taken into custody shortly afterward.

Detention and legal status

CHRD has reported that Peng has not been seen publicly since the protest and that his place of detention and formal legal proceedings were not publicly disclosed. The Congressional-Executive Commission on China listed him as detained as of June 30, 2025. A May 2026 CECC letter again described him as detained after the protest and stated that his whereabouts and legal status remained unclear.

In July 2025, CHRD published a report citing a protected source who said Peng had received a nine-year sentence. CHRD explicitly stated that it could not independently confirm that report. No official court record has been made public, so this profile does not present the reported sentence as established fact.

Evidence limits

Early media reporting noted that the protester’s identification as Peng Lifa came from activist reporting rather than official confirmation. Subsequent rights-monitoring records consistently use Peng Lifa / 彭立发. No current prison, confirmed charges, court, or release date is stated here.
