Research status: verified baseline established; birth year, law-firm affiliation and post-2019 activity remain unresolved.
Liu Zhengqing (刘正清) is a Guangzhou-based rights-defense lawyer and criminal-defense specialist whose license was revoked by Guangdong authorities in January 2019.
Rights-defense work
Documented clients and cases include Tang Jingling; Wang Qingying and Yuan Xinting; Huang Qi; Xie Yang; Qin Yongmin; Zhang Haitao (张海涛); Li Yanming (李艳明); and an ethnic Uyghur defendant represented in late 2016. In 2018 Liu took over Huang Qi’s defense after Sui Muqing had been disbarred. Reporting also documented a Guangzhou Lawyers’ Association investigation concerning Liu’s July 30, 2018 visit to Huang Qi at Mianyang Detention Center.
2015 targeting and the 709 crackdown
CHRD reported that on June 19, 2015, Liu was attacked together with Sui Muqing and Li Guisheng outside a Guangzhou courthouse, dragged into a police vehicle, “criminally summoned,” and suffered a neck injury. That incident remains a single-source CHRD account in the current record.
During the 709 crackdown Liu was questioned. The available Amnesty list described him as “not currently in police custody.” The current record does not establish that Liu was detained, and this page does not infer detention.
Disbarment
The Guangdong Department of Justice notified Liu on December 25, 2018 of proceedings against his license. A public hearing was held on January 5, 2019; Liu declined to attend, describing the proceeding as a “show trial,” while Sui Muqing appeared and pleaded on his behalf and a group of 25 lawyers issued an open letter supporting him.
His license was revoked in January 2019. Authorities stated that defense statements in the Zhang Haitao case (2016) and Li Yanming case (2017) “endangered national security” or constituted “malicious defamation.” Those are the authorities’ stated allegations and are not adopted here as independent findings. Later reporting described Liu as permanently disbarred.
Current status
Status: not currently known detained; law license revoked. Liu’s post-2019 activity and present whereabouts remain unresolved in the current research record.
Identity note: Liu Zhengqing (刘正清) is a different person from Liu Zhenguo (刘振国), a DeHeng Shenzhen corporate lawyer. These records must not be merged.
