Minghui reported that Liu, Shi Yueying, and six others were detained in Laoshan District by officers from Zhonghan and Shazikou police stations.

Minghui reported that Liu remained detained, was moved among facilities, and by October had been transferred to the procuratorate and indicted. It also reported high blood pressure while he was held at Qingdao No. 1 Detention Center.
