Liu Cong (刘聪) is a Falun Gong practitioner from Huludao City, Liaoning Province. She is the wife of Luan Changhui, a senior boat engineer at the Bohai Shipyard, and was reported sentenced in June 2025 to four years in prison.
Minghui reports that Liu acted as her husband’s family defender during his prosecution, filed an appeal and reconsideration motion, and later offered legal assistance to others facing similar cases.
On July 12, 2024, according to Minghui, more than ten officers from the Longgang Police Department and Xijie Police Station entered Liu’s home and detained her. A WOIPFG case notice independently identifies 刘聪 in Huludao’s Longgang District and reports the same arrest date and later formal arrest.
Minghui reports two court hearings, on February 18 and June 4, 2025. On June 19, her family learned that the Lianshan District Court had sentenced her to four years in prison and fined her 20,000 yuan. Her appeal was accepted in August and rejected on October 9, 2025. She was transferred to Liaoning Province Women’s Prison on December 8, 2025.
Liu’s sister Liu Xiyue, a resident of Yokohama, has campaigned for her release in Japan. Minghui reported that local elected officials joined an August 2024 action outside the Chinese Embassy in Tokyo and that a member of Japan’s House of Councillors expressed support.
Evidence note: Minghui reports Liu’s age as 44–45, while the WOIPFG notice says about 50. The discrepancy is unresolved, so no exact age is asserted here. The detailed case narrative is based on advocacy-source reporting; no public PRC court judgment was located.
Status: reported imprisoned as of December 8, 2025. No later case-specific report confirming current conditions was located.
