Luan Ning (栾宁; also rendered 栾凝), born June 27, 1959, is a resident of Yinchuan, Ningxia Hui Autonomous Region, a former regional-government human-resources official, and a Falun Gong practitioner.
The U.S. Commission on International Religious Freedom (USCIRF), Minghui, and the Falun Dafa Information Center report that Luan had previously served prison terms of three years beginning in 2000 and four years beginning in 2009 in cases connected to his Falun Gong practice.
In February 2017, according to Minghui, postal workers reported letters Luan had mailed containing Falun Gong information. Authorities monitored him for several months and arrested him on August 27, 2017. The case was returned at least once for insufficient evidence before prosecutors charged him with subversion-related offenses.
The Yinchuan Intermediate People’s Court held a hearing on February 14, 2019. On April 16, 2019, it sentenced Luan to ten years in prison and fined him 100,000 yuan. The Ningxia Hui Autonomous Region High Court upheld the verdict in July 2019, and Luan was transferred to Shizuishan Prison on August 7, 2019.
Minghui reported in 2022 that Luan had developed a severe medical condition in prison in 2021. That medical account remains source-attributed. USCIRF later listed his status as “Not Released.”
Status: USCIRF listed Luan as not released in its later database record. No release date or current health status is inferred here.
Source note: one Falun Dafa Information Center submission gives April 16, 2020 as the sentence date, while USCIRF and multiple Minghui records give April 16, 2019; the 2019 date is used here. Sources render the charge as “subverting state power” or “inciting subversion of state power.”
