MODEL LEGISLATION · ADOPTION-CANDIDATE TEXT · NOT CURRENT LAW
The Free China Movement Seven-Law Transition Package is an integrated model framework for a democratic transition in mainland China. It is presented for public scrutiny, lawful democratic consideration, amendment, or rejection. It has no present legal force.
Design Principles
- ROC constitutional and legal continuity is the domestic legal starting point where applicable.
- Permanent constitutional choices remain reserved to democratically authorized procedures.
- Transitional powers are enumerated, time-limited, reviewable, and subject to anti-evasion rules.
- Civilian control, judicial review, individual responsibility, due process, and non-collective guilt are package-wide requirements.
- Archives, elections, fiscal continuity, security transition, local self-government, and constitutional integration are designed as one coordinated system rather than isolated statutes.

Package Status
The current texts are adoption candidates. They have undergone per-law adversarial review, cross-law conflict review, whole-package authority review, bad-faith abuse testing, implementation simulation, and public-text sanitation. They remain proposals and are not enacted law.
Implementation Sequence
Day 0–1: civilian legal authority, rights protection, archive preservation, administrative continuity, essential payments, and emergency command safeguards. Days 7–30: emergency review, public oversight, security oversight, and initial institutional formation. Days 45–100: command conversion, review-body formation, election registration, archive inventories, and fiscal normalization. Months 6–18: first local elections when minimum conditions are met. Year 1: major temporary institutions reach their initial term ceilings and must transfer, sunset, or continue only under expressly authorized review procedures.
Legal Status & Public Review
These texts are model legislation. They are not current ROC law, PRC law, or enacted transition law. They are designed as a package for future lawful consideration and remain open to amendment through democratic and constitutional procedures.
