The roster’s English edition lists “Zhang Dewu” with no Chinese characters. The Chinese edition of the same report was read directly: its “判刑13年，11人” section gives “次成加材（藏）、洛桑克珠（藏）、鞠殿红、秦永敏、孔文涛、张德武、楚继东、艾济孜•阿卜杜拉、苏秀福、阿不都卡德尔·加拉里丁、阿巴拜克力·阿布都热西提” — while the English edition lists “Cicheng Jiacai (Tibetan), Luosang Kezhu (Tibetan), Ju Dianhong, Qin Yongmin, Kong Wentao, Zhang Dewu, Chu Jidong, Aizizi Abudula, Su Xiufu, Abudukaide’er Jialaliding, Ababaikeli Abudurexiti”. All eleven names align position-for-position; 张德武 occupies the “Zhang Dewu” position (sixth). This positional identification, from the report’s own two editions, is the sole basis for the Chinese characters — no independent biographical source confirms them.

- October 2026 (research). Bounded searches for 张德武 / Zhang Dewu across rights-defense reporting, news archives, and prisoner databases returned no indexed reporting attributable to this person. One wrong-person collision found and resolved (see caveats).
Source grading
- Issue 131 report (Chinese + English editions) — the roster source itself; the only evidence. High for the listing (name position, eleven-person 13-year-sentence group, current-custody classification as of August 31, 2026); it provides no case detail. The Chinese-character identification rests on the report’s own positional consistency, verified by direct reading of both editions.
- Negative search results — bounded searches returned nothing attributable; this establishes absence of indexed reporting, not absence of a case.
Conflicts and caveats
- The Chinese characters 张德武 are positionally identified, not independently biographically confirmed. If a later source gives a different character form, the profile must be corrected.
- WRONG-PERSON record: a well-indexed “张德武” (real name 张承武, 1963–2016, Beijing xiangsheng performer and painter, died 2016-02-15) is a completely different person — deceased a decade before the roster date, with no detention record. Do not merge the roster entry with him.
- The ten group-mates are different people in the same sentence list and must not be merged into this record.
- 栾德武 / Luan Dewu (live WordPress Person 15527 + Media 15528) is a different surname (栾, not 张) and a different person.
- “13-year sentence” is the report’s group classification as of August 31, 2026; it does not establish a charge, a detention date, a facility, or current status beyond that date.
