The case
According to Minghui’s reporting, Zhao and her husband Liu Shehong were arrested in Jingzhou City, Hubei, on September 4, 2019, while living away from home to avoid the persecution. They were held with six other detained practitioners at the Ximen Detention Center in Jingzhou: Shao Lian, Zhang Jingzhou, Li Xingjun and his wife Sun Jiangyi, Wang Qiong, and Ma Shijun. An earlier September 2019 notice item reported that Mr. Liu Shehong and his wife Ms. Zhao Xiujuan had been arrested in Xianning City, Hubei.
It was confirmed on December 3, 2020, that Liu Shehong had been sentenced to seven and a half years and Zhao Xiujuan to seven years.
Status and evidentiary limits
As of August 31, 2026, the Rights Defense Network’s Issue 131 report lists Zhao Xiujuan in its 7-year sentence band with an in-custody classification. No release date has been stated in any public source; none is given here. The arrest, detention, and sentencing facts are attributed to Minghui’s 2019–2020 notices, a single-perspective community outlet; the in-custody listing is per the Issue 131 monthly report. The charge against her, the court that tried her, and the precise sentencing date are not stated in any located source, and no PRC official source on the case was found. Her husband’s reported name (刘佘红) is taken from EN-romanization reporting; the characters are not independently confirmed in a Chinese source. Do not merge her with the “Ms. Zhao Xiujuan” arrested with Tang Xiuxia and Wang Hongying in Kangping County, Shenyang, Liaoning, in June 2016 — a different person.
