Zheng Cuilan (郑翠兰)
Zheng Cuilan (郑翠兰), 78, is a Falun Gong practitioner from Kunming City, Yunnan Province. On May 1, 2025, she was convicted by the Xishan District Court and sentenced to three years in prison and fined 10,000 yuan for her practice of Falun Gong, according to Minghui, an outlet that documents the treatment of Falun Gong practitioners. The Rights Defense Network’s (维权网) monthly political-prisoners report (Issue 131, August 31, 2026) lists her in its 3-year-sentence band, confirming she remains in custody serving her term as of that date.
The case
Ms. Zheng was arrested on June 6, 2024, during a coordinated police sweep in Kunming that detained 25 local practitioners, according to Minghui. The outlet reports that she was deceived into going to her local street committee office after being told the government was distributing rice to residents; police arrested her there, raided her home, and took her to the Xishan District Police Department. The sweep, which police had prepared for at least six months and which the outlet calls the “6.6 Project,” was directed by the Kunming City Police Department and carried out by domestic-security divisions in the Xishan, Wuhua, Panlong, and Guandu districts.
The case against Zheng and eight fellow practitioners was submitted to the Xishan District Procuratorate. The procuratorate returned the case to police twice for insufficient evidence before indicting the nine practitioners on February 8, 2025. They were tried at the Xishan District Court on March 26, 2025, where, Minghui reports, the prosecution charged them with “using a cult organization to undermine law enforcement.” All nine were convicted on May 1, 2025. Alongside Zheng, Ms. Ma Ling, Ms. Li Huanzhen, and Ms. Yang Huifang received three-year sentences; the remaining defendants received terms ranging from fifteen months to four and a half years.
Earlier targeting
In April 2004, Zheng was arrested at a vegetable market in Kunming after a patrol guard claimed she was promoting Falun Gong, according to Minghui; one account dates the arrest to April 21 and another to April 23, 2004. Police from the Guandu Branch ransacked her home and held her in detention for more than 20 days — at the Bailongsi Detention Center — before sentencing her to three years of forced labor, which she served at the Yunnan Province Female Forced Labor Camp. She staged a hunger strike beginning May 12, 2004, to protest the sentence. She was arrested again on July 30, 2014.
Status and evidentiary limits
As of August 31, 2026, the Rights Defense Network’s Issue 131 report lists Zheng Cuilan in its 3-year-sentence band with an in-custody classification. No release date has been stated in any public source; none is given here. The account of her arrests, trial, and sentencing is drawn from Minghui.org, a Falun Gong-affiliated outlet; its characterizations of the proceedings are its own and are not independently verified, and the reported charge phrasing (“using a cult organization to undermine law enforcement”) rests on Minghui’s reporting — official court records were not publicly available. Ages given across reports are approximate. The facility where she is serving the 2025 sentence is unknown. This profile must not be merged with Wang Cuilan (王翠兰), a different person with a different surname; with any 鄭達鴻 record; or with the male “Zheng Dahong,” a Fangshan County security officer named in a 2000 Minghui item who is unrelated to her.
