Zhou Fenglan (周凤兰)

Zhou Fenglan (周凤兰), born in 1948, is a Falun Gong practitioner from the Huishan area of Shenbei New District in Shenyang City, Liaoning Province, a retired employee of the Huishan Animal Husbandry Factory. According to the Rights Defense Network (维权网) and Minghui, she was sentenced to three years in prison with a 20,000-yuan fine at a November 25, 2025 home “trial,” and was forcibly taken into custody in July 2026. The Rights Defense Network’s (维权网) monthly political-prisoners report (Issue 131, August 31, 2026) lists her in its 3-year-sentence band, confirming she remains in custody serving her term as of that date.

The case

On March 20, 2024, Zhou was reported while speaking to people about Falun Gong and was detained by Huishan police station officers, according to the Rights Defense Network. She was taken into detention but, because of high blood pressure, the detention center refused to admit her and she was released on bail pending trial. The report states that she was repeatedly harassed by Huishan police station officers afterward and that her case was built up to the Dadong District procuratorate and court.

On November 25, 2025, more than ten people from the Dadong District public security bureau, procuratorate, and court entered her home, conducted what the reports describe as a “trial,” and sentenced her to three years’ imprisonment with a fine of 20,000 yuan. Because of her health — she had developed symptoms of cerebral thrombosis, including slurred speech and unsteady walking — she remained at home. In July 2026, the court had her forcibly taken into custody (“收监”); one month later, her family was still barred from visiting her, according to the Rights Defense Network, which gives her sentence term as running to July 2029.

Earlier targeting

According to a Minghui report, Zhou’s persecution history stretches back more than a decade. The report states that on September 20, 2011, after Huishan police station officers detained fellow practitioner Yan Fengjin (闫凤金), Zhou protested by posting adhesive notices; she was seized by four officers and beaten — sustaining bruising to her nose and face — then escaped and lived displaced for about half a year. On August 30, 2012, four Huishan police station officers detained her at a market and she was held at the Zaohua detention center, the report states. On January 17, 2013, she was tried under the direction of the Shenbei “610” office and sentenced to three years’ imprisonment, which she served at the Liaoning Women’s Prison; a family visit in December 2014 found her on a hunger strike of nearly eighty days, according to the report.
