Zhu Jiacai (朱家彩)

Zhu Jiacai (朱家彩) is a reported Falun Gong practitioner from Weining County, Guizhou Province, sentenced in January 2019 to ten years’ imprisonment and a 20,000-yuan fine after being tried with co-defendant Luo Cuiqin at the Qixingguan District Court in Bijie City on November 27, 2018. The case details come from Minghui.org, a Falun Gong-affiliated reporting outlet; no official court record has been located. The Rights Defense Network’s (维权网) monthly political-prisoners report (Issue 131, August 31, 2026) lists her in its 10-year-sentence band, confirming she remains in custody serving her term as of that date.

The case

On October 16, 2017, Zhu Jiacai was arrested along with her husband Dai Dingyun and their son, Ms. Luo Cuiqin, and Ms. Xu Yanfei. Over 100 police officers from Weining and Hezhang counties and the Bijie City Police Department took part. The women had been reported for distributing informational materials about Falun Gong in Hezhang County on August 13, 2017, after a local resident wrote down their car plate number. Police ransacked Zhu’s home, confiscating Falun Gong materials, her bank deposit certificates, and a recently received medical compensation payment from a major accident her son had years before. An earlier Minghui news digest dated the arrests to October 14, 2017; the later trial and sentencing reports say October 16, and the later date is used here. A later report states that Zhu’s husband and son do not practice Falun Gong; an earlier news digest had listed Dai Dingyun among the practitioners facing indictment — the later, detailed account is used here.

Zhu Jiacai was held at the Jinsha County Detention Center. Her case was forwarded to the Bijie City Procuratorate in early 2018.

On November 27, 2018, Zhu Jiacai and Luo Cuiqin were tried at the Qixingguan District Court in Bijie City, charged with “using a cult to undermine law enforcement.” Both women pleaded not guilty. They disputed the number of banners and pamphlets attributed to them, said the pamphlets shown in court were not the ones they had distributed, and asked the court to verify their fingerprints. Their lawyers argued that distributing the materials caused no harm to anyone and that the surveillance video was too low-resolution to identify the women shown. No prosecution witnesses appeared for cross-examination.

In January 2019, Zhu Jiacai was sentenced to ten years’ imprisonment and fined 20,000 yuan; Luo Cuiqin received five years with a 10,000-yuan fine. Both women appealed to the Bijie City Intermediate Court. No appeal outcome has been reported.

Status and evidentiary limits

As of August 31, 2026, the Rights Defense Network’s Issue 131 report lists Zhu Jiacai in its 10-year-sentence band with an in-custody classification. No release date has been stated in any public source; none is given here. All case facts come from Minghui.org, a Falun Gong-affiliated reporting outlet; no official court record has been located, and no reporting by an outlet independent of the Falun Gong community has been found. Not established: the appeal outcome, the prison where she is serving the sentence, her current status (last documented in January 2019), and the fate of Ms. Xu Yanfei. Do not merge with: Liu Jiacai (different surname, different person), the Hubei Seventh-day Adventist pastor surnamed Zhu (different person and case), or the 1994 Amnesty “Zhu” record (different person and era) — never merge on pinyin alone.
