Zhu Mingdi (朱鸣镝)
Zhu Mingdi (朱鸣镝) is a reported Falun Gong practitioner from Harbin City, Heilongjiang Province, a former deputy director of the Songbei District Tax Bureau, who was tried with his wife Cai Xiuying (蔡秀英) by the Daqing City Court in late December 2022 and sentenced to nine years and eight months’ imprisonment with a fine; the sentence was upheld on appeal on April 10, 2023. The case details come from Minghui.org, a Falun Gong-affiliated reporting outlet; no official court record has been located. The Rights Defense Network’s (维权网) monthly political-prisoners report (Issue 131, August 31, 2026) lists him in its 9-year-8-month-sentence band, confirming he remains in custody serving his term as of that date.
The case
On July 5, 2022, an officer of the Longnan Police Station called the couple to collect their confiscated belongings; when they went the next day, both were arrested and held in custody.
The Daqing City Court tried the couple’s case in late December 2022. Minghui reports that Zhu Mingdi was sentenced to nine years and eight months in prison with a fine (reported as 60,000 yuan in one report), while his wife Cai Xiuying was sentenced to ten years. Both appealed; a second hearing took place on April 6, 2023, and on April 10 the couple was notified the original sentences were upheld. Minghui reported in July 2023 that Cai Xiuying had been transferred to a women’s prison on May 15, 2023, while Zhu Mingdi was still held in the Daqing City Detention Center.
Seven other practitioners arrested with the couple in April 2020 were sentenced on November 17, 2021, with terms ranging from one year ten months to ten years eight months.
Earlier targeting
On April 7 and 8, 2020, Zhu Mingdi and his wife, Cai Xiuying (蔡秀英), were seized in a group arrest of local Falun Gong practitioners in Harbin while making phone calls to the public about Falun Gong’s reported health benefits and what Minghui describes as the official cover-up of the coronavirus pandemic. After about a month held in what Minghui describes as a hotel brainwashing session, the couple was released on bail in mid-May 2020. His wife had been an official of the Heihe Municipal Party Committee Propaganda Department.
Status and evidentiary limits
As of August 31, 2026, the Rights Defense Network’s Issue 131 report lists Zhu Mingdi in its 9-year-8-month-sentence band with an in-custody classification. No release date has been stated in any public source; none is given here. All case facts come from Minghui.org, a Falun Gong-affiliated reporting outlet; no official court record has been located. Not established: the prison where he is serving the current sentence (no transfer report after the July 2023 detention-center report), his age, and sentence start and end dates. The roster spells his wife 蔡秀瑛 while the published site spells her 蔡秀英 — the same person, an orthographic variant. Do not merge with: his wife Cai Xiuying (a separate person with her own record, beyond the documented case relationship), Zhu Yufu (朱虞夫 — democracy activist, different person), or any other Zhu namesake. The Chinese form 朱鸣镝 is the roster’s own Chinese rendering by positional match; no external Chinese-language source for this name was located.
